Recently the
Government of Japan handed over newly built school buildings to
several villages in Samoa.
31 May 2006: Mr Junji Ishizuka, Resident Representative of the Japan
International Co-operation Agency (JICA) Samoa Office made the
presentations on behalf of the Government of Japan. Accepting the
newly built primary school building for the village of Taga in
Palauli West district of Savaii on behalf of Government of Samoa was
Levaopolo Tautapilimai Tupae, CEO of the Ministry of Education,
Sports and Culture after a short dedication service by Reverend
Simalu Tuilaepa (EFKS) of Taga.
The old school building has been in a deteriorated condition for a
long time and was condemned as unsafe by the Ministry of Works. The
village of Taga provided as counterpart contribution to the project
the builder and assisting workers, sand, rocks and other assistance
to the construction works. The Japanese Government assistance to
Taga Primary School amounted to AUD$121,763 or SAT$245,936 and was
made available under the Grassroots Human Security Grant Aid
Programme funding for FY 2005.
8 June 2006: Similarly Mr Junji Ishizuka, Resident Representative of
the Japan International Co-operation Agency (JICA) Samoa Office made
the presentations on behalf of the Government of Japan. Accepting
the newly built primary school building for the village of
Saoluafata in Anoamaa West district on behalf of Government of Samoa
was Prime Minister Hon Tuilaepa Sailele Malielegaoi after a short
dedication service by Reverend Samuelu Limuaa (EFKS) of Saoluafata.
The old Saoluafata school building has been in a deteriorated
condition for a long time and was condemned as unsafe by the
Ministry of Works. The Japanese Government assistance to Saoluafata
Primary School amounted to AUD$120,297 or SAT$242,976 and was made
available under the Grassroots Human Security Grant Aid Programme
funding for FY 2005.
9 June 2006: Mr Ichiro Mimura, Assistant Resident Representative of
the Japan International Co-operation Agency (JICA) Samoa Office made
the presentation on behalf of the Government of Japan. Accepting the
newly built primary school building for the village of Faleasiu in
Aana
Alofi No.1 district on
behalf of the Government of Samoa was Prime Minister Hon Tuilaepa
Sailele Malielegaoi.
The old Faleasiu school building has been in a deteriorated
condition for a long time and was condemned as unsafe by the

30 June 2006: Again Mr Junji Ishizuka, Resident Representative of
the Japan International Co-operation Agency (JICA) Samoa Office
handed over the newly built primary school building for the villages
of Vaipua and Fogasavaii in Salega district of Savaii.
The Japanese Government assistance to Vaipua Fogasavaii Primary
School amounted to SAT$245,936 or AUD$121,763 and was made available
under the Grassroots Human Security Grant Aid Programme funding for
FY 2005.
It is the hope of Japan that the school committees will take care of
the maintenance of the new school buildings, to ensure long term
usage of the facilities for the benefit of village school children
and teachers.
A brief ceremony was held on the 20th June 2006 at the Ministry of
Health Office at Motootua, to officially hand over nursing equipment
from Japan to assist the Tupua Tamasese Meaole Hospital.
JICA Resident Representative, Mr Junji Ishizuka, said that the
provision of these equipment was to assist with “the situation of
staffs shortage and to upgrade the professional skill of nurses
which will lead to a more motivated nursing division.”
Furthermore Mr Ishizuka said that with this assistance “nurses will
have workshops for fostering nursing standards, leadership in
nursing, management, infection control and emergencies.”
The Chief Executive Officer of Health Mrs Palanitina Toelupe, in
accepting the equipment stated that: “it was timely that this
assistance has been received when the Heath Services (including the
Nursing Division) is about to be separated from the Ministry. We are
appreciative and very thankful for the donated equipment, and also
to JICA for remembering the request after all these years since Mrs
June Lui has returned from the training in Japan.”
The total cost of the equipment inclusive of freight was ¥1.435
million or SAT$32,848. The equipment comprises a projector and
screen, lap top computer, printer, digital camera, 29 inch flat
screen TV, DVD player, VCR player, White board and accessories,
emergency trolley, stationary, and nursing textbooks.
The equipment was provided under the Follow Up Cooperation
Programme, which is one of JICA’s technical assistance schemes which
provides supplementary support towards former training course
participants in Japan, to enable their agencies or corporation to
fully benefit from the training opportunity. In this way the scheme
assisted former participant Senior Principal Nurse, Mrs June Scanlan
Lui, who attended training in Japan during 2004.
The assistance was also strongly supported by JICA JOCV volunteer Ms
Furukawa who was previously assigned to the Ministry of Health.
It is the hope of the Government of Japan that the donated equipment
and books will assist the Nursing activities in Samoa and benefit
the People and Government of Samoa.
“The 4th Japan-Pacific Islands Forum Summit meetings held in Japan
hosted by our Prime Minister Mr. Junichiro Koizumi, which Samoan
Prime Minister and his wife attended, as well as other Island
country leaders, all jointly launched the new initiative the
so-called Okinawa Partnership. In this initiative the Japanese
government continued its strong commitment for mutual partnership in
development of communications and sustainable human resources for a
stable and prosperous Pacific Island countries. These were amongst
the key important issues in the Joint Action Plan from that summit
meeting.“
