JAPAN UPGRADES ALEIPATA SECONDARY SCHOOL - SAMOA

  The Government of Japan continues its assistance to the education sector of Samoa when it officially handed over a new 4 room block containing a staffroom, library, science room and industrial arts room, a new teachers’ quarters, and school hall at Aleipata Secondary School.

Mr Junji Ishizuka, Resident Representative of the Japan International Co-operation Agency (JICA) Samoa Office made the presentation on behalf of the Government of Japan with the Minister of Police, Hon Ulu Vaomalo giving the keynote address. The CEO of the Ministry of Education, Sports & Culture Levaopolo Tupae Esera cut the ribbon to officially open the new school block. Reverend Hugo Mataafa, (Methodist of Satitoa) led the prayer service.

This year on 6th of October, marked 50 years of Japan’s Official Development Assistance (ODA) to countries around the world when it participated in the Colombo Plan. The day has been designated as “International Cooperation Day” in order to increase awareness amongst the Japanese people of their country’s international cooperation. In commemorating its 50th year of involvement, Japan is assessing its efforts so far and considering the future global role of its ODA in promoting the economic and social development of developing countries.

The Japanese Government assistance to Aleipata Secondary School amounted to SAT$265,110 or AUD$143,881 and was made available under the Grassroots Human Security Grant Aid Programme funding.

Other assistance by the Government of Japan include the newly built school building for Lefaga Secondary School costing $104,018 Australian dollars or $215,136 Samoan tala, the newly built single level eleven room primary school building for Lalomanu village in Aleipata, as well as a newly built primary school building for the villages of Fagafau and Samata i tai in Salega, Savaii.

The School Committee of Lefaga Secondary School in November 2001 sought assistance from Japan which was granted through the “Project for Reconstruction of Lefaga Secondary School” funded under the Grassroots Human Security Grant Aid Programme FY 2003.

Students of Aleipata Secondary School are the latest to benefit from Japan’s assistance in the construction of a new 4 room block amounted to SAT$265,110 or AUD$143,881.

  Lalomanu Primary School amounted to SAT$220,884 or AUD$120,277 and was made available under the Grassroots Human Security Grant Aid Programme funding for FY 2002. Lalomanu village provided as counterpart contribution the builder and assisting workers, sand, rocks and other assistance to the construction works.

Similarly, Fagafau and Samata i tai villages provided as counterpart contribution the builder and assisting workers, sand, rocks and other assistance to the construction works.

The old Fagafau & Samata-i-tai school building was in a deteriorated condition and was rebuilt through JICA's standardised school building plans for a single level 12 room building with a library and staffroom as well as a built-in hall, and separate lavatory block.

The Government of Samoa has been improving education facilities as part of its key strategic outcomes in “Improved Education Standards” as stated in the “Statement of Economic Strategy 2002-2004”. Subsequently the completion of this Project will also help to contribute towards the national development framework of Samoa.
