SAMOA
RECEIVES MORE HEALTH ASSISTANCE FROM JAPAN |

Samoa is the latest of the
regional countries in the Pacific to receive Japanese funded regional
cooperation assistance for strengthening the Expanded Programme for
Immunisation.
The agreement was signed by Minister of Health Hon Mulitalo
Sealiimalietoa Siafausa Vui signed the Record of Discussions with
Resident Representative of the Japan International Cooperation Agency (JICA)
Samoa Office Mr Junji Ishizuka.
Under the agreement, Samoa as a member of the 13 regional countries,
will receive Japanese funded regional cooperation assistance. This will
be in the form of experts and workshop training for trainers scheduled
to be held in Fiji, on Cold Chain Maintenance, Injection Safety, Safety
Disposal and Vaccine Management.
Bilaterally also, Samoa will receive experts for training as well as
provision of machinery and equipment as necessary for the local
implementation of the immunization program.
Hon Mulitalo Sealiimalietoa S.Vui thanked Japan for its ongoing support
for Samoa’s health sector.
Over the next five years Samoa will have the benefit of experts,
training, machinery and equipment for the local implementation of the
regional immunization program.
Earlier in the year, Japan donated a can crushing machine and shelter
to be used as a Recycling Facility at Tafaigata as part of its waste
management programme in Samoa.
The centre was officially handed over to the Government of Samoa by the
Resident Representative of Japan International Cooperation Agency (JICA),
Mr Junji Ishizuka during a short ceremony hosted by the Chief Executive
Officer of the Ministry of Natural Resources & Environment Dr Ieti
Taulealo.
The keynote address made by Hon. Tuisugaletaua Sofara Aveau. It was
attended by the Prime Minister Hon Aiono Tuilaepa Sailele Malielegaoi,
Cabinet ministers, Speaker of Parliament and was led in prayer by
Father Penitito Mauga of the Catholic Church in Siusega.
The total project cost was NZ$71,032 and was funded under the JICA

Cooperation Programme for
ex-participants of technical training. The project consisted of the construction
of the shelter by John Westerlund Construction Company, purchase of the press
machine with a magnetic separator and conveyor from the Alert Engineering
Company of New Zealand, inclusive also of site installation and operator
training costs.
The broad objective of the project is to encourage the 3Rs of waste management –
reduce, reuse and recycle, which will hopefully see the reduction of waste
materials being dumped into the Landfill site, thus extending the life of the
landfill and protecting the environment.
Environment Protection is one of the major target areas for assistance by JICA,
and over recent years the JICA Samoa Office has been focusing on the problem of
waste disposal and management which touches the daily lives of all Samoans.
The Tafaigata landfill was transformed in early 2003 under a JICA project using
the Fukuoka Method for Semi-Aerobic Landfill - the first of its type in the
Pacific. Just next door to the recycle centre is the incinerator for health care
waste donated also under the Japanese government Grassroots Grant Aid Program.
A series of workshops for Municipal Solid Waste Management in the Pacific was
held alternatively in Okinawa, Japan, and here in Samoa.
JICA previously dispatched experts and current senior volunteer Mr Masayuki
Shida, to Samoa to work in the area of waste management.
