LALOMANU, FAGAFAU & SAMATA-I-TAI PRIMARY SCHOOLS

  The Government of Japan continues its assistance to the education sector of Samoa when it officially handed over a newly built single level eleven room primary school building for Lalomanu village in Aleipata, as well as a newly built primary school building for the villages of Fagafau and Samata i tai in Salega, Savaii.

Mr Junji Ishizuka, Resident Representative of the Japan International Co-operation Agency (JICA) Samoa Office made the presentation on behalf of the Government of Japan with Prime Minister Hon Tuilaepa Sailele Malielegaoi giving the keynote addresses.

The CEO of the Ministry of Education, Sports & Culture cut the ribbon to officially open the new Lalomanu school building. Reverend Isaia Tiatia, EFKS, conducted the prayer service. The old school building was in a deteriorated condition as reported by the Public Works Department building inspectors.

Through its standardised building plans for a single level ten room school building of brick construction, the JICA Samoa Office built a library and staffroom as well as 8 classrooms for Years 1 to 8. An additional classroom was also constructed for special needs students because Lalomanu Primary School has been designated by the Ministry of Education Sports and Culture as the special needs unit for school children with disabilities in the districts of Aleipata and nearby Lepa.

The Japanese Government assistance to Lalomanu Primary School amounted to SAT$220,884 or AUD$120,277 and was made available under the Grassroots Human Security Grant Aid Programme funding for FY 2002. Lalomanu village provided as counterpart contribution the builder and assisting workers, sand, rocks and other assistance to the construction works.

Similarly, Fagafau and Samata i tai villages provided as counterpart contribution the builder and assisting workers, sand, rocks and other assistance to the construction works.

The old Fagafau & Samata-i-tai school building was in a deteriorated condition and was rebuilt through JICA's standardised school building plans for a single level 12 room building with a library and staffroom as well as a built-in hall, and separate lavatory block.

On the 6th of October marked 50 years of Japan's participation in the Colombo Plan which was the beginning of Japan's Official Development Assistance (ODA) to countries around the world. The day has been designated as "International Cooperation Day" in order to increase awareness amongst the Japanese people of their country's international cooperation. Japan is subsequently assessing its efforts so far and considering the future global role of its ODA, in promoting the economic and social development of developing countries.

The Japanese Government assistance to Fagafau/Samata i tai Primary School amounted to SAT$230,962 or AUD$112,756 and was made available under the Grassroots Human Security Grant Aid Programme funding for FY 2003.
