ASSISTS RECONSTRUCTION OF APIA FISHERIES WHARF |

A brief groundbreaking
ceremony was held at the bus terminal next to the old fisheries
wharf to mark the launching of the Japanese Grant Aid project for
the “Renovation and Extension of Apia Fisheries Wharf and Related
Facilities”.
The Prime Minister Hon Tuilaepa Sailele Malielegaoi gave the keynote
address with the JICA Samoa Office Resident Representative Mr Junji
Ishizuka speaking on behalf of Japan. Mr Ishizuka mentioned that in
addition to his government approving Samoa’s latest request for
assistance, the project was also a result of Japan’s firm pledge to
the sustainable use and management of fishing resources in the
Pacific region. These commitments were made through the Miyazaki and
Okinawa initiatives set out in the Island Summit Meetings recently
hosted by Japan.
Mr Ishizuka recalled that in “November 2003 Japan handed over a new
second wharf at Matautu upon the completion of the project for the
‘Second Development of Apia Port’”.
He mentioned that “as with this current project their overall goals
are actually similar, which is to relieve port congestion and remove
infrastructural restriction to allow for maritime traffic expansion.
The current project shows furthermore, the continuation of Japan’s
assistance to the overall maritime transport sector and
infrastructure, thereby assisting in this way also Samoa’s economic
growth”.
The current fisheries facilities were funded as one of Japan’s
earliest known grant aid project assistance to Samoa during 1978 and
in 1982. Japan’s latest grant aid project assistance to the
Government of Samoa totalling ¥707 million Japanese Yen,
approximately SAT$17.7 million, aims to expand the fisheries wharf
along with improving the fisheries centre and market as well as key
structures and buildings.
This will enable the facilities to cope with the increasing demands
of the growing commercial fishing industry and export activities,
coastal fisheries, and needs of the Samoan government’s Ministry of
Agriculture & Fisheries.
Under main contractor Penta-Ocean Construction Company and
consultant Ecoh Consultancy Company, project works includes the
construction of a jettyfor fish landing and preparation to
accommodate |

The new project assistance by Japan will ensure that Samoa’s
growing tuna export industry will be strengthened and further
assisting the economy as well. |

Samoa’s growing deep sea tuna
fishing boat fleet, land reclamation and construction of a seawall for reclaimed
area.
Other works are improvement of the existing slipway, construction of fish port
office building, renovations and upgrading of the fisheries market and building
and fisheries centre, as well as the administration building, and construction
of incidental facilities and provision of equipment.
The project is scheduled to be completed by the end of the year and handed over
early next year 2007.
